• Compulsory cover: article 120 of law 17-99 (Insurance Code) — every owner or user of a motor vehicle must hold third-party liability insurance; the policy follows the standard general conditions approved by the Ministry of Finance (arrêté 213-05); the regulator is ACAPS. • Tariffs: liberalised since 2006 (deepened in 2016), with no administered price; ACAPS 2024 report: motor premiums MAD 15.2 billion (48.0% of non-life), loss ratio 69.3%. • Taxis: framework of dahir 1.63.260 (1963) with two categories (petit/grand taxi); the maximum number of vehicles per operating centre is set by ministerial order after consultation with the governor; permits are issued under wilaya quotas; drivers hold the Permis Confiance. • VTC: no legal authorisation framework yet (reform bill unpublished); the 2026 Finance Law introduced a 20% per-ride tax on platforms. • Compensation reform: law 24.70 passed the House of Representatives on 1 December 2025 but is not yet in force — the minimum compensation base would rise from MAD 9,270 to MAD 14,270.
