Gas and fuel supply: current regulatory framework

• Electricity and gas fall under distinct legal frameworks: law 48-15 (2016) covers only the electricity sector and creates the ANRE; it does not cover gas. • The pending gas text remains the draft law 67-24 (import, export, storage, transport, distribution and supply of natural gas; public network operator envisaged) — submitted in 2025, under parliamentary review in 2026, not yet promulgated; the earlier draft 94-17 is superseded. • LPG and vehicle natural gas (GNC) distribution is subject to the agrément regime of law 1-72-255 (consolidated text on petroleum products). • Industrial gas connection: no unified official procedure exists; supply is currently delivered via LPG storage schemes authorised locally by the MEM, while the legal basis for pipeline connection awaits law 67-24. • Institutional split: the ANRE’s current mandate is limited to electricity; administrative regulation of gas and fuels falls to the MEM (product characteristics under arrêté 1948-21, filling-station rules).
