Green electricity: purchase and sale routes, grid tariffs (updated)

• Legal timeline: law 82-21 (signed 10 February 2023; published in BO no. 7400 on 1 May 2025; in force 1 August 2025 per art. 36); implementing decree 2-25-100 (BO 7489 of 9 March 2026, in force 9 June 2026). • Three purchase routes: ONEE supply (with green attribute), corporate PPA between companies, self-generation with surplus injection; sale models include ONEE long-term PPA, direct corporate PPA, self-produced surplus and MASEN tenders. • Surplus and contributions: art. 12 caps surplus injection at 20% of annual production (revision possible under the same article); surplus is valued at MAD 0.18–0.21/kWh; art. 13 introduces a self-producer contribution for network and distribution services (tariff pending an ANRE decision). • Grid tariffs (from 1 March 2026, excl. tax): TURT 6.85 / TSS 6.81 / TURD 6.07 cDH/kWh; art. 11 aggregates the capacity of co-located self-production units (anti-fragmentation); arts. 34/35 exclude ONEE exclusivity over self-production facilities. • Compliance deadline: art. 33 gives 18 months, i.e. 1 February 2027 (official reading from entry into force) or 5 September 2027 (law-firm reading from 5 March 2026) — both are recorded, the earlier prevails internally. ONEE: head office plus 10 regional directorates.
