Mineral exports: licence list and common rules

• Framework: law 13-89 (foreign trade) + décret 2-93-415; restriction list: arrêté 1308-94 (annex II = export licence list for Moroccan-origin goods, consolidated to 18 June 2026; latest amendment: arrêté 591-26). • Ores and concentrates (HS chapter 26: iron 2601, copper 2603, nickel 2604, cobalt 2605, lead 2607, zinc 2608, gold/silver concentrates 2616) are not listed; gold 7108 and silver 7106 are also unlisted but subject to precious-metals regulation (BAM + Interior Ministry). • Metals and scrap are mostly listed (export licence required): 72.04 ferrous scrap, 74.04 copper scrap, EX 7403.19/22/29 copper ingots, EX 7403.21 / EX 740721 brass, EX 7601.10/20 aluminium ingots, plus 75.03 / 76.02 / 79.02 / 80.02, 78.01 / 78.02 / 78.04 / 78.06 and the 81xx series. • Two frequent confusions: an exempt concentrate is not automatically cleared (mining title, EIA, contract, DUM, quality and origin documents remain required); a licence is not an export duty (Morocco applies no export duty; rates follow ADiL). • Common rules: mining royalty 1–3 MAD/tonne (law 47-06 art. 118-120bis, regional scale); export proceeds repatriated within 150 days (IGOC 2026); law 72-24 (strategic minerals) still a draft as of 29 August 2026.
