• Classification: consumable spectroscopic graphite electrodes for spectrometers (non-furnace, Ø6 × 40 mm, purity 99.999%, density 1.65–1.70 g/cm³, flexural strength < 5 MPa) fall under 8545.19 (other carbon electrodes); 8545.11 (furnace electrodes) is excluded. • Moroccan position: 8545.19.00.00 (two independent ADII/ADIL checks). • Duties: DI 2.5%, TPI 0%, import VAT 20%; the position states "AUCUN DOCUMENT À PRÉSENTER ET AUCUNE NORME A RESPECTER" (at that tariff line only). • Chinese export side: the 2026 export licensing catalogue (notice 89/2025) does not automatically cover such electrodes; the graphite dual-use notice (39/2023) requires the cumulative fulfilment of three criteria (purity > 99.9%, flexural > 30 MPa, density > 1.73 g/cm³) — only one is met. • Open points: precise model classification, Chinese rebate and inspection requirements must be rechecked before shipment.
