• Institutional chain: ① EIA or environmental notice (law 49-17) → ② production and connection authorisation (law 13-09, or self-production under law 82-21) → ③ ONEE connection agreement and works → ④ regional CRI one-stop window. • Law 49-17 (dahir 1-20-78, BO 6908, 2020) uses two nomenclatures: annex I projects require a full EIA plus public inquiry; annex II projects file an environmental notice. • Position in the official draft decree 2-23-267: renewable generation (solar, wind, etc.; hydro below 30 MW) — at or above 2 MW (electricity) a full EIA; 20 kW to 2 MW an environmental notice; hydro at or above 30 MW in annex I. • Wind and solar authorisation (law 13-09): at or above 2 MW two-stage authorisation (construction then operation), maximum 25 years renewable once; 20 kW to 2 MW declaration-based; large projects via MASEN tenders or ONEE IPP/PPA. • To confirm: whether decree 2-23-267 has been published (no gazette trace at verification date); public inquiry durations per the implementing texts in force.
