Morocco's mining and mineral processing industry is based on the mining licence regime established by the Mining Law (Loi 33-13). For non-phosphate minerals, it follows a tiered mining licence path of exploration authorization, research permit, and exploitation licence, under the authority of the Ministry of Energy Transition and Sustainable Development (MEM); the National Office of Hydrocarbons and Mines (ONHYM) is responsible for geological data management, cooperative exploration, and mining licence-related business. The main contracting entities in the industry are ONHYM and the relevant competent authorities. Common types of procurement include geological survey and sampling, drilling operations, laboratory analysis and testing, supply of drilling rigs and spare parts, consumables and equipment maintenance, and mine operations and maintenance and site services. Cooperation targeting foreign enterprises usually involves equipment supply, engineering subcontracting, operations and maintenance services, or consortium bidding.
